Not Releasable to Foreign Nationals (NOFORN)

When can I apply NOFORN to a CUI document?
 NOFORN can be applied to:
- unclassified intelligence information properly characterized as CUI
- Naval Nuclear Propulsion Information (NNPI)
- DoD Unclassified Controlled Nuclear Information (DCNI)
- National Disclosure Policy (NDP-1)

Before applying the NOFORN marking, consider whether it would be more appropriate to use a "Releasable to" (REL TO) marking to enhance information sharing.

Can Permanent Residents or Green Card Holders have access to NOFORN?
While Permanent Residents and Green Card Holders are identified as U.S. Persons, they cannot have access to NOFORN or ITAR information.

Can dual citizens have access to NOFORN?
Provided one of the citizenships is U.S. and the individual is working for or on behalf of the U.S. Government, they can have access to NOFORN.
