  • Information of a commercial nature, including trade secrets, whether or not obtained from a person outside the Postal Service, which under good business practice would not be publicly disclosed - name or address, past or present, of any postal patron
  • Minutes of, or notes kept during, negotiating sessions conducted under such chapter 
  • Reports and memoranda of consultants or independent contractors except to the extent that they would be required to be disclosed if prepared within the Postal Service
